The Dutch Kitchen SRO (Single Room Occupancy) opened on September 15, 1993. It is a fifty-nine
(59) unit rooming house located at 381 West Market Street, York, Pennsylvania. It is occupied by
single adults. There are no kitchen or bath facilities in any of the rooms. Each floor of the four story
building has common bathroom facilities for the tenants. A small kitchen facility and community room
are available on the first floor. The building has an elevator and is physically disabled accessible.
Also on-site is laundry for tenants, a barber shop, a fingernail salon and a small restaurant. Air
conditioning is available. New gas boilers were installed. There is a video camera in the lobby for
additional security.
Construction began in January, 1993. During the rehabilitation phase, seventeen (17) existing
residents continued to live in the building so that there was no permanent relocation.
Financing for the rehabilitation was provided by York Federal Savings and Loan (now Sovereign Bank),
the Enterprise Social Investment Corporation, the Pennsylvania Housing Finance Agency, the Federal
Home Loan Bank, the County of York, the City of York and the United Way Housing Initiatives Program
of York. The Housing Authority of the City of York provided fifty (50) Section 8 Certificates on a fifteen
(15) year project basis.
The co-general partners are Affordable Housing Partners of York, Inc., which is a wholly-owned
for-profit subsidiary of York Area Development Corporation, and D. Duncan Schmidt. The limited
partner is an investment group by the Enterprise Social Investment Corporation. The Low Income
Housing Tax Credit Program and the Historic Rehab Tax Credit Program and provided the basis for
involving the limited partner who contributed approximately $845,000 of equity for the development.
The contractor for the project was Richard Poole, Inc. The architect was Frank Dittenhafer. Delphia
Management Corporation is property manager. Case management is provided by the Housing
Council of York, Bell Socialization Services and Community Progress Council. Staffing consists of a
full-time property manager and maintenance mechanic/janitor. Fifty of the fifty-nine (59) tenants have
Section 8 assistance so they will pay thirty percent (30%) of their adjusted income for rent. Utilities are
included in their rent. The other nine (9) tenants may receive partial assistance from the United Way,
depending upon their income, and from York-Adams MH/MR for mentally ill, non Section 8 tenants. All
tenants must have income less than fifty percent (50%) of the median income for York.
The Dutch Kitchen was a deteriorated bar/hotel. It was built in the 1840's as a single family house
and was enlarged several times in the 1800's. It has served as a low cost rooming house for low
income individuals throughout the 1900's. The renovation transformed a rundown eyesore into an
attractive keystone for the neighborhood.
